Hydrological monitoring is essential for the sustainable management of water resources and protection of the environment. In Henan Province, China, this monitoring has become increasingly important in recent years due to rapid urbanization and industrialization. The current study aims to investigate the current status of hydrological monitoring in Henan and identify areas where improvement is needed to protect the environment.
Methodology:
This study used a mixed-method approach, combining quantitative data collection through surveys and interviews with qualitative data analysis through document review and field observations. The survey was administered to 300 hydrological monitoring stations in Henan Province, and interviews were conducted with key informants from government agencies, academic institutions, and non-governmental organizations. Documents related to hydrological monitoring policies, regulations, and research were also reviewed. Field observations were made at 10 randomly selected monitoring stations.
Findings:
The survey results showed that while most monitoring stations had basic equipment, 25% reported having insufficient funding, and 18% lacked qualified personnel. Interviewees mentioned that inadequate communication and coordination between agencies hindered effective monitoring. Document review revealed that although policies and regulations exist, their implementation is often challenging due to a lack of awareness and poor enforcement. Field observations confirmed the need for better equipment and training of personnel.
Recommendations:
Based on the findings, the study recommends the following actions to improve hydrological monitoring and protect the environment in Henan Province: (1) Increase funding for monitoring stations to purchase modern equipment; (2) Train personnel on advanced monitoring techniques; (3) Establish effective communication and coordination mechanisms between agencies; (4) Increase awareness and enforcement of existing policies and regulations; and (5) Conduct regular field observations to assess the effectiveness of monitoring efforts.
Implications:
Implementing these recommendations will improve hydrological monitoring in Henan Province, leading to better management of water resources and protection of the environment. This study provides a baseline for future research on environmental protection in the province, particularly regarding water resources. It also highlights the need for continued collaboration between agencies, communities, and researchers to ensure effective implementation of environmental policies.

Hydrological monitoring is crucial for protecting the environment and managing water resources in Henan Province. Although challenges exist, implementing effective monitoring practices can lead to sustainable development and environmental protection.
