By analyzing the current monitoring system, the main factors affecting the cost, and the potential solutions to reduce the burden on households and enterprises, this study can provide valuable insights for improving water resource management in Qinghai province.

1. Introduction

In recent years, with the rapid growth of industrialization and urbanization, water pollution has become a significant environmental issue worldwide. In Qinghai province, which has a large proportion of rural residents and relies heavily on agriculture and tourism, the demand for clean water has increased significantly. Therefore, it is necessary to establish an efficient and effective water resource and quality monitoring system to protect aquatic ecosystems, ensure public health, and support economic development.
